Job Summary:

The Hub MEAL Team Leader will be responsible for ensuring that all projects in the Hub Office have a robust and comprehensive monitoring, evaluation, accountability and learning plans informed by the respective project M&E frameworks. The incumbent will provide leadership and guidance to the MEAL team in the Hub making sure that the reach, quality, effectiveness, and efficiency of our projects are adequately tracked, and key lessons are documented and communicated to inform the adaptation of project designs and implementation strategies. The position holder will guide field teams in attaining set project goals in line with CARE and Donor policies, guidelines, and practices. Working closely with Sector Team Leaders, MEAL Advisors, Program Coordinators and Support Services to deliver high quality programs and demonstrate the impact of our work.

Responsibilities

Function leadership and management

  • Compile a consolidated Hub level MEAL plan in collaboration with sector team leads.
  • Contribute in designing the MEAL systems to facilitate tracking of progress towards project outcomes and outputs.
  • Lead the Hub-Office in tracking progress towards set outcomes and outputs and participate in Hub-Office project review meetings.
  • Lead monitoring of program quality using quality tracking tools and ensure that findings are shared with relevant stakeholders and fed back into programme decision making and learning processes.
  • Maintain a tracker on program quality improvement actions and bringing the actions to the attention of the Hub-Office-Senior Management Team (SMT).
  • Lead compilation of data and reporting on project indicators (IPTT), any global indicators and total reach reports in line with CARE requirements.
  • Managing Hub level MEAL staff and building the capacity of hub and field level program staff
  • Lead the management of information systems and roll out of mobile data collection.

 

Routine Monitoring

  • Oversee the implementation of activities in the consolidated Hub MEAL plan.
  • Ensure that that Hub-sector Team leaders and their teams have a clear understanding of indicator indicator definitions according to the program indicator reference sheets.
  • Ensure that all assessments (Baseline and Endline, PDM and Evaluations) are conducted on time and meet CARE’s and donors’ quality criteria and promote the integration of recommendations and lessons learned in project planning and future programming;
  • Ensure that data is recorded onto the database and data management system working  closely with the Data Management Assistants;
  • Provide day to day support and guidance to field MEAL Officers and Assistants during quantitative and qualitative data collection and analysis for assessments, donor reporting, and other processes;
  • Organize training for MEL and program team members on data collection tools, data collection methods, data analysis, interpretation and reporting;
  • Update and contextualize monitoring and data collection tools (including the Indicator Tracking Table) and reporting formats and work with the field MEL team members in the collection and management of the monitoring information;

 

Evaluations, Research and Learning

  • Lead field implementation of research and evaluation activities in line with the Country Office’s evidence and learning agenda and according to CARE’s policies and Donor guidelines in close coordination with the MEAL Advisors.
  • Work with Hub-Sector Team leaders and other teams to generate evidence and learning needs and use them to contribute developing context relevant research and evaluation research questions.
  • Lead Hub-level dissemination of research and evaluation outcomes and work with Sector Team Leaders to incorporate emerging learning into advocacy work, on-going and future programs and in writing evidence backed donor reports.
  • Identify Research capacity needs and work with the Technical Advisors and Program Coordinators to provide appropriate capacity building opportunities.
  • Participate in designing and implementation of studies, assessments and learning in coordination and cooperation with MEAL Advisors, Progeam Coordinators and other programme staff.
  • Working closely with Government Laiason team, process data collection permits and movement permits for field data collection.

 

Accountability and Capacity Building:

  • Lead operationalization of a robust community accountability system which strong mechanism for information sharing, community participation and for handling feedback and complaints
  • Ensure participation of program participants in monitoring and evaluating CARE projects and programmes.
  • Ensure that the functionality and relevance of accountability mechanisms is regularly assessed, and necessary improvements are made
  • Facilitate an active program learning platform including but not limited to facilitating management review and discussion of the action tracker, program review meetings and learning sessions
  • Develop learning needs assessment and capacity-building plans for both CARE MEAL Officers, Assistants, Program Staff and Partner staff.
  • Coach and mentor MEAL assistants and partner staff on emerging MEAL practices and standards.
  • Provide technical training and capacity building to MEAL Officers and Community Mobilizers on project strategies and modalities.

 

Job Requirements

 

  • Minimum of a bachelor's degree in social development, economic, statistics or equivalent.
  • At least 5-7 years of experience in MEAL and/or project planning.
  • Minimum 5 years practical experience in M&E system coordination/implementation in a large international non-governmental organization or other international relief/development body;
  • Demonstrated ability in data analysis, project design, monitoring, and evaluation of development activities.
  • Demonstrated knowledge of and experience in realistic indicator development, study design, and data analysis—in multiple sectors.
  • Experience using knowledge management software or database is highly desired and proven knowledge and skills of statistical packages (SPSS, STATA, sphinx etc...)
  • Experience with statistical analysis, database, and/or data visualization software such as ODK, ONA, R, NVIVO, Power BI
  • Ability to write clear and well-argued assessment and project reports.
  • A high level of written and spoken English
  • Excellent planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
  • Ability to plan workload, prioritize, commit to meet deadlines and demonstrate accountability for outputs with minimal direct supervision.
  • Good organizational skills including accuracy, consistency, attention to detail, tenacity and the ability to work under pressure
