Job Summary:  

The Field Coordinator is responsible for the seamless execution and oversight of program activities within the Field Office, integrating essential Supply Chain, Liaison, IT , People & Culture, Finance & Admin, and Humanitarian Access functions,  to support program delivery. Reporting directly to the Hub Manager with operational oversight and technically to the Deputy Hub Manager for Programs on quality issues, this role ensures program alignment with CARE Yemen's strategic goals and adherence to quality standards.

Job Objectives:

1. Ensure the effective implementation of humanitarian and development programs within the Field Office's purview, achieving desired impacts and complying with donor requirements.

 

2. Facilitate the integration of Supply Chain, Liaison, IT People & Culture, Finance & Admin, and Humanitarian Access functions at the field level, optimizing program support and operational efficiency.

 

3.Maintain robust communication and technical reporting lines with the Hub Manager for operational matters and the Deputy Hub Manager for Programs on program quality and technical issues, ensuring strategic and programmatic alignment.

 

4. Develop and sustain key relationships with local stakeholders, including government officials, community representatives, and partners, enhancing CARE Yemen’s presence and impact in the field.

 

Essential Duties and Responsibilities:

Program Implementation and Oversight

 

  1. Lead the planning and execution of program activities, ensuring alignment with strategic goals.
  2. Coordinate field operations to ensure efficient delivery of services and resources.
  3. Monitor project timelines and milestones, adjusting plans as necessary to meet objectives.

 

 

Job Responsibility #2

20 % of time

 

 

Integration of Functions

 

  1. Facilitate the seamless integration of Supply Chain, Liaison, and IT functions within the Field Office.
  2. Work closely with the Hub Manager and Deputy Hub Manager for Programs to align field operations with hub-level strategies.
  3. Oversee the development and maintenance of operational systems and procedures to enhance program support.

Technical Guidance and Quality Assurance

 

  1. Provide technical oversight to ensure program activities meet CARE's quality standards.
  2. Implement monitoring and evaluation frameworks to assess program impact and effectiveness.
  3. Collaborate with the Deputy Hub Manager for Programs on addressing quality issues and implementing improvements.

 

 

Job Responsibility #4

Stakeholder Engagement and Representation

 

  1. Build and maintain relationships with local government officials, community leaders, and partners.
  2. Represent CARE Yemen in local coordination forums and stakeholder meetings.
  3. Facilitate field visits from donors and other stakeholders, showcasing program achievements and challenges.
  4. Serve as the primary CARE representative to local government entities, ensuring compliance with local regulations and fostering positive relations.
  5. Negotiate access and secure necessary approvals for program activities, working closely with Supply Chain and Logistics to ensure smooth operations.
  6. Participate in local governance forums and meetings to advocate for community needs and program alignment with regional development plans.

Team Leadership and Development

 

  1. Manage the Field Office team, providing direction, support, and professional development opportunities.
  2. Foster a positive work environment that encourages teamwork and innovation.
  3. Ensure compliance with CARE's policies and procedures, promoting accountability and integrity within the team.

 

Job Responsibility #6

10 % of time

 

Access

  1. Implement and maintain safety protocols for the Field Office, ensuring all staff adhere to CARE's security guidelines.
  2. Conduct regular risk assessments in coordination with the security team, adjusting strategies to mitigate potential threats.
  3. In coordination with the access team at the Hub and CO, support the emergency response drills and training for field staff, ensuring preparedness for any security incidents.

 

 

Qualification, Education and/or Work Experience Requirements:

     

 

Education/Training

Required

•           University degree in Social Sciences, International Development, Agriculture, or related field experience.

 

 

Experience

Required

•           3-4 years of experience working in project management, preferably in humanitarian context

•           Experience in community mobilization, managing local partnerships and organizational capacity building.

•           Experience in capacity building, program design, implementation and monitoring and evaluation.

•           Experience of working and managing staff across multiple sites/projects

•           Experience in the design and implementation of M&E activities

•           Experience working with host communities and internally displaced persons (IDPs) and understanding their special needs is desirable.

•           Solid understanding of conflict management and conflict sensitive program approaches

           

Technical Skills

Required

•           Excellent communication and interpersonal skills: able to relate and communicate with confidence and professionalism to CARE’s stakeholders.

•           Working competence in Microsoft Office: Word/Excel/Outlook/PowerPoint

•           ability to be resourceful in the face of obstacles

•           Excellent written and spoken English. Fluency in Arabic required.

•           Ability to prioritize and manage varied workload

•           Ability to manage stress, problem solve and make decisions.

•           Ability to work under pressure.
