Care Is seeking for role of Senior WASH Engineer who  will have overall responsibility for ensuring that all project-related engineering works comply with CARE, the WASH cluster, and applicable donor standards. The position holder will report to and work closely with the WASH Technical Advisor in preparing designs, BOQs and other technical documents for the construction and rehabilitation of WASH infrastructure, as well as any other program activities requiring engineering expertise. He/she will provide overall technical support to field-based project engineers through regular field visits and mentorship.

Main Responsibilities:

 

Project Planning, Implementation and Monitoring.

  • Develop action plans for project implementation - including all technical specifications for project implementation. In collaboration with Area managers and WASH Advisor
  • Review all program construction /rehabilitation works with field engineers in coordination with the WASH advisor and Area managers prior to commencement of activities and engagement of service provider/Vendors/ Contractors.
  • Support field engineers to establish scope for works needed for construction/rehabilitation of program infrastructure
  • Develop new field/construction management/monitoring plans, in line with other activities, to ensure coordination and efficient use of resourcaes
  • Undertake regular field visits to verify quality of project works and provide recommendations for improvements
  • Support all rehabilitation and construction activities with improved coordination and timely technical inputs in order to effectively meet completion target.

Provision of Technical Support

  • Lead in designing/developing construction related documents (e.g. designs, BOQs, etc for all WASH and non-  WASH related rehabilitation and construction works are aligned to WASH Industry standards.
  • Ensure CARE program infrastructure designs are regularly reviewed /updated in accordance with CARE, cluster and specific donor requirements (when applicable).
  • Provide onsite technical support /advice to field engineers on specific engineering standards as per approved designs.
  • Review tender documents related to rehabilitation and construction of program infrastructure to ensure cost effectiveness /value for money construction/rehabilitation investment.
  • Work closely with the WASH advisor and procurement teams to regularly review and check the quality of WASH items supplied by vendors /supplies and reject or accept items and provide recommendations for the best quality of items. 

External Representation and Coordination

  • Represent CARE in the WASH Cluster and participate in the relevant technical  working groups and provide feedback to WASH Advisor
  • Participate in WASH cluster meetings when necessary
  • Coordinate with the different WASH Engineers in the field to ensure high quality design and implementation of WASH Hardware components.
  • Coordinate with other peer WASH colleagues from other organizations to inform/learn or share synergy. 

 

Knowledge and Information Management

  • Keep up-to-date and auditable records of all WASH related designs/BOQ documents for the Country Office - including ensuring that they are well filed and archived on share point.
  • Keep records of all new construction standards and share regularly with the field engineers and Area managers
  • Ensure that CARE's technical work conforms to the globally acceptable standards- sphere, and other WASH industry standard

Comply with all relevant CARE policies and procedures with respect to child protection, workplace environment, employee code of conduct and all other related subjects.

 

 Education/Training Experiences

  • Bachelor’s degree in Civil /Environmental/Water  Engineering ( Mechanical Engineering with demonstrated hand-on Knowledge in WASH Work)
  • Proven WASH training or academic qualifications
  • Experience in supervision of WASH infrastructure rehabilitation /construction
  • WASH Experience managing new and as-built constructions works.
  • Experience and knowledge of relevant design engineering software- Epanet, WaterCAD or Auto CAD
  • at least 5-9 years of WASH Management experience. Ability to manage WASH teams of various technical backgrounds both hygiene promotion and engineering work.
  • Ability to work under pressure
  • Sensitive to gender issues and Gender Equity and Diversity (GED) principles
  • Good planning and budgeting skills
  • Good monitoring skills
  • Good verbal and written communications
