CARE International is currently seeking a Consortium Finance Officer, reports to the Consortium Coordinator and is part of the Program coordination Unit. The Consortium Finance Officer is responsible for effective budgeting and sub-grant management for the Consortium. The post holder must have an excellent understanding of CARE and donor policies regarding grant management and will need to develop and maintain effective relationships with CARE's partners and with all departments within CARE.

The Consortium Finance Officer will be a member of the Project Coordination Unit, which is hosted by CARE in Sana'a. Since CARE is the contract holder of the consortium project, the Consortium Finance Officer needs to ensure partners comply with CARE and donor policies while building capacity of project staff and partner organizations to implement sub grant policies effectively. The position is expected to support the Project Coordination Unit to ensure partners are provided with high levels of quality support, while they are also supported to comply with CARE's contract and audit requirements.

Location: Country Office Sanaa

Main Responsibilities:

 

Overall responsibility of the Consortium Financial Management.

 

  • Review and consolidate all financial reports, ensuring quality and accuracy.
  • Ensure a high degree of compliance by pai1ner organizations with CARE's sub-grant policies and sub-grant contracts to contribute to CARE's overall programme effectiveness.
  • Work with project staff (managers, project coordinators) and partner's organizations to ensure that policies, systems, and procedures are implemented as per CARE and donor regulations, troubleshooting, and providing on-going technical support as required.

 

Financial Oversight/ Support.

  • Provide direct technical suppo11 in all aspects of financial management to CARE and its consortium pa11ners as well as to the Project Coordination Unit.
  • Monitor and assess each partner's ability to accurately record and report financial transactions upwards (Following the timeline in the signed MoU). Ensure the integrity of partners financial reporting and the effective control of financial and material assets.
  • When needed and requested by the Consortium coordinator and CARE Finance Controller develop and deliver training Curricula on financial issues as required.
  • Prepare Reports on Finance internal controls and budget utilization. Reports will contain site findings, explanation of findings, criteria, and recommendation as well as the follow-up requirements.

 

Financial and administrative issues on Partners are adequately monitored- Ensure that the sub-grant project funds are effectively and efficiently used.

 

  • Review monthly (Project Coordination Unit) and quarterly (CARE & Partners) financial repo11s and recommend liquidation and disbursements. Ensure adherence to the report schedule stipulated in the contractual agreements.
  • Update the sub ledgers on a monthly/quarterly basis and ensure reconciliation with the partners ledgers.
  • Provide feedback to consortium project manager and the CARE's Finance Controller on the level of un-liquidated advances.
  • Upload the partners monthly and quarterly expenditures in the CARE internal Pamodzi system using the Accounts Payable module and voucher upload sheet.

 

Education/Training Experiences

  • University degree in Finance, Accountant or Relevant Fields.
  • Knowledge of double entry accounting
  • Familiarity with key financial systems such as PeopleSoft, Microsoft etc.
  • Minimum 5 years of bookkeeping and accounting experience
  • Experience in filing and safeguarding important documents.
  • Experience in managing and reconciling petty cash.
  • Previous experience working with INGOs.
  • Familiar with Microsoft Word and Excel
  • Good English language skills
  • Able to work under pressure as part of a busy team.
  • Demonstrates a high level of interpersonal skills and patience.
  • Demonstrable commitment to gender-sensitive practices
