CARE Yemen is seeking a Hub Manager who will ensure quality high-quality strategy design and program implementation in fragile contexts.

Job Summary:

The CARE Hub Manager provides leadership, management, and operational guidance to teams in defined geographic locations. The Hub Manager oversees CARE’s management of financial and administration functions, the coordination of work between teams and people and with partners, and coherence among programming in the geographical Hub.  Major responsibilities integrating Supply Chain, Liaison and IT functions, performance management, capacity development, emergency planning, communication, and information sharing both internally and externally; representation and liaising with local authorities, partners, and donors; the development of new and innovative program initiatives; and emergency planning and preparedness. The Hub Manager also supports the Assistant Country Director Programs with the cultivation of potential donors, strategic partnerships, and business opportunities. The Hub Manager represents CARE at field-level coordination forums and with local stakeholders including government authorities, local business leaders, media, and civil society leaders. As a member of the Yemen senior management team, the Hub Manager is also a key contributor to CARE program strategy and organizational decisions.

 

Essential Duties and Responsibilities:

 

 

Management

  1. Provide leadership, direction, coaching, support, and guidance to the staff in Fields Office and Field Presences where appropriate. Responsibilities include but are not limited to writing job descriptions, interviewing and selecting staff, orientating new staff, training, developing individual operating and development plans with staff and completing the annual appraisal and performance planning process, coordinating with Country Director, Assistant Country Director for Programs and Program Support Director among other CLT members.
  2. Ensure the systems of support and supervision are in place to create and maintain a healthy working environment that fosters employee engagement and inspires team performance.
  3. Responsible for Human Resource Management in designated governorates and in coordination with the People and Culture Manager (PCM), ensuring complete understanding of and compliance with HR policies and procedures at the field level. 
  4. In coordination with the PCM, support human resources recruitment, orientation, development, and retention.
  5. Ensure that the supply chain department updates the procurement plan and shares it with the relevant employees at the Hub and CO levels per the main executive plan for implementing each project in order to ensure that the procurement process is in line with the requirements of program implementation in the field.
  6. Coordinate and review closely with the Finance Officer to track the status of the projects' burn rate to ensure they are on-line with the project implementation period and the agreed plan with the donor (s). Also to ensure the projects' forecasting is accurate throughout the projects' lifespans.
  7. Closely observe staff performance/team spirit, provide appropriate feedback on a timely basis and take or recommend appropriate actions as necessary in coordination with the HR Manager to address any associated problems.
  8. Within the new hub structure, emphasizing coordination across the hub’s functional Hubs and alignment with CARE Yemen's strategic objectives. Specifically, of integrating Supply Chain, Liaison and IT functions, ensuring a collaborative approach with Finance & Administration, and People & Culture to support effective program delivery across the hub's Hub.
  9. Fostering a culture that aligns with CARE's nationalization strategy and ensuring hub operations adapt to the evolving humanitarian and development context.

 

 

 

Representation, Liaising and Communications:

  1. Establish and maintain strong relationships with government officials, media, community representatives, counterpart organizations, the NGO community in general, and CARE partners in particular in the defined geographical Hub and other Hubs as appropriate.
  2. Ensure CARE is represented in the various forums held in their Hub and other locations as appropriate.
  3. Support Program staff in arranging field visits from donors and others.
  4. Represent CARE to donors and others in coordination with senior staff.
  5. Ensure field activities and initiatives are communicated to a broad audience by working with the media and information officers to develop and disseminate appropriate information internally and externally.
  6. Provide leadership to ensure that communication flows vertically and horizontally:  within the field office team, from the field office to CARE Yemen’s other offices, and from these sources back to the field office, enabling field office staff input into CARE’s strategic, programmatic and core management decision making, and ensuring that CARE wide information is available to and understood by staff in the field office.
  7. Represent CARE at field-level coordination forums and with local stakeholders including government authorities, local business leaders, media, and civil society leaders.
  8. Close coordination with the Humanitarian Access and Liaison Officer to ensure that the flow of information between the CARE office and the relevant local authorities is accurate and correct and to make sure the CARE relationship and collaboration with authorities are healthy and strong.

 

 

 

 

Accountability

  1. Ensure CARE’s accountability framework is fully understood and implemented by staff and partners, with procedures in place to ensure accountability to communities, partners, staff, and donors.
  2. Ensure forward accountability mechanisms are in place and followed up on with communities and program participants.
  3. Oversee relationships with partners, ensuring mutually beneficial and equitable relationships and mechanisms for partners to hold CARE accountable are in place.
  4. Ensure that CARE’s resources are managed with the highest level of quality stewardship by working in close coordination with the business services team, including developing and monitoring finance and administration systems and procedures as they apply to the field office and developing a system of checks and balances to ensure timely, appropriate finance and administration procedures
  5. Safeguard CARE’s assets in the field office by ensuring finance and administration policies and procedures are fully implemented, documented, and filed; propose amendments and changes when necessary, and make sure that the office operates efficiently and effectively.
  6. Ensure CARE’s safety and security procedures are implemented in the sub & field offices working in close cooperation with the Safety and Security team.
  7. Review and provide advice to staff on sub-granting management in relation to administrative and finance issues.
  8. Ensure field-level donor-funded projects are managed in compliance with CI and donor policies and procedures.
  9. The management of Field Offices and Field Presence within their hub’s Hub, ensuring alignment with CARE Yemen’s operational standards and strategic goals. This includes overseeing the implementation of programs, ensuring resource optimization, and maintaining high standards of accountability and effectiveness in service delivery. Coordination and support for Field Presence activities, with a focus on adaptability and responsiveness to the community needs, are essential components of this role.
  10. Assure that all staff operating under the auspices of the Hub are kept informed of organizational policies and any new procedures and measures timely.

 

 

 

Program Quality

  1. Ensure program implementation plans are in accordance with CARE Yemen strategic priorities and being implemented accordingly to programming principles.
  2. Ensure coherence of program initiatives in the assigned geography.
  3. In partnership with the Assistant Country Director for Programs and Program Quality Coordinator, provide oversight and sign off on program plans and projects that are implemented in the assigned geography.
  4. Ensuring the Hub team provide active participation in providing visions for developing new proposals / Concept Notes through effective and joint coordination with the relevant government technical authorities and the reflections shared by the field teams (practitioners) and sharing them with the relevant staff in CO.

 

 

 

Strategic and Operational Management

  1. Participate with other Senior Management Team members in the oversight and running of the CO.
  2. Actively participate with ideas, problem-solving, and innovative thinking at all SMT meetings.
  3. Provide voluntary leadership and proactive support to SMT initiatives in establishing a learning culture throughout the organization.
  4. Follow-up on all tasks assigned.
  5. Responsible for all Safety and Security related matters in designated governorates.

 

 
 

Management of Safety and Security and conflict sensitivity at the field level

  1. In coordination with the CO Access Unit, ensures that security management and preparedness plans are in place and regularly updated and being followed at the field level.
  2. In collaboration with the Field Office Access and Liaison Officer and the CO ACCESS team, ensure that CARE’s safety and security Standard Operating Procedures (SOPs) are implemented at the Field level.
  3. Ensure all program staff are fully briefed on all aspects of security, social and cultural norms, and local conditions and behavior.
  4. Responsible for promoting CARE’s acceptance and security and safety awareness for all staff in the Hub.
  5. Ensures that CARE is operating in a conflict-sensitive manner.

Qualification, Education and/or Work Experience Requirements:

Education/Training

Required

  • Masters (or equivalent in experience and formal training) in humanitarian development studies, international or rural development, civil society, public or business administration, management or the social sciences

Desired : Managerial Certificates

Experience

Required

  • 7-10 years of experience in leading and managing people and teams in the development and/or humanitarian arena; preferably in societies experiencing social injustice or political conflict

Desired : Experience working in fragile contexts.

Technical Skills

  • Proven business accountability experience
  • Managing people and teams within budget and spanning several planning cycles
  • Project management experience in the development sector and effectiveness as a public figure working with community development
  • Arabic language skills.
  • Strong English writing skills.
