CARE International in Yemen
CARE International is currently seeking a People & Culture Officer – Hub Office, He\she will upports the daily administration activities and provides support in the various human resource functions, which include payroll system, recruitment, staffing, training, staff wellness and development, performance monitoring, personnel files, and executive administration. He/She will work closely with the Hub Manager and People & Culture Manager in all HR aspects.
Position: People & Culture Officer – Hub Office
Location: Sana’a Hub Office
Main Responsibilities:
Track Staff Performance and Attendance Activities:
- Work closely with Hub Manager to implement and follow up on staff performance policy to ensure full compliance and the quality of the received documents and deadlines are met.
- Follow up with staff to receive the correct monthly staff personnel activity report (PAR) on time
- Collect approved staff leave forms, ensure their accuracy and file them in the staff personnel files.
- Prepare staff monthly leave balance according to staff leave forms and collect field office's leave balance sheets and ensure they are correct
Coordinate staff recruitment to ensure a timely organized and comprehensive procedure is used for new/leaving staff:
- Coordinate with main office Capacity Building & Recruitment Officer notices and advertisements for vacant staff positions according to the recruitment system processes.
- Participate in applicant interviews and ensure the final selection process which includes the offering process.
- Conduct reference checks on selected candidates
- Prepare and coordinate with new staff all necessary hiring documents are completed and in the personnel file.
- Inform unsuccessful applicants
- Lead full orientation package for new staff and the orientation schedule with all different departments
- Prepare and follow up on staff exit questionnaires and clearance forms at the end of their contracts.
- Prepare staff job certificates and also CARE Academy ones.
Documentation, Filling :
- Provide information about cash-on-hand and bank balances for any currency upon request by authorized staff
- Supervise the filing of finance documents.
- Work with the CARE Yemen’s CI security Documentation officer to ensure all the documents as per CI Security documentation have been scanned and submitted to the head office for safe guarding
- Work with external auditor as required
- Coordinate with CARE Finance team during external and internal audit
HR Assisting & Documentation
- Work closely with Hub Manager to maintain human resource databases & systems to ensure the correct recording of all staff and employment-related information as required and ensure that these records are protected and confidential.
- Respond and provide required documents for audit needs.
- Track staff contractual needs on contracts, extensions, and variations and ensure all up-to-date
- Responsible for maintaining the confidentiality of all staff and HR information on staff personnel files and not sharing this information without prior approval from the Hub/People & Culture Manager.
Qualification, Education and/or Work Experience Requirements:
Education/Training
• Bachelor’s degree in Business Administration or related field
Experience
• 2-5 of experience in human resources field
Technical Skills
• Strong communication and interpersonal and teamwork skills
• Advanced English language written and communication skills
• Advanced computer skills
• Ability to work under pressure is essential
Desired
• Background in gender sensitivity principles desired
• Organization and planning skills
