CARE International is currently seeking an Humaniterian Access &Liasion Officer – Hub Office. who will lead on all issues related to safety and security, including mitigation of the risks posed to the Hub Office programs, personnel and assets in Yemen. The job holder will provide specialized, coordinated and focused security and risk management support to all staff. The job holder will maintain close working relationship with area program team, program support staff and security focal points/assistants, by providing mentoring support all the times.

Main Responsibilities:
Security Management and Planning
-
- Communicates to the Humanitarian Access Coordinator and Hub Manager the need to update the Safety & Security Plans whenever changes in the situation or circumstances occur.
- Keep close monitoring of the situation and all incidents in operations areas.
- Participates in networking with other NGO security focal points or security officers.
- Ensures that safety & security is always an agenda item at staff meetings.
- Drafts, edits and distributes routine security updates.
- Maintains routine and confidential correspondence files/documents related to safety & security.
- Prepares sit-reps a short weekly update/report on the area Safety and security situation for the security department at Country Office, to be reviewed by Access Coordinator and approved by the area manager before being sent.
- Prepare all incident reports in coordination with Humanitarian Access Coordinator at the field level.
- Ensure that all CARE Safety & Security policies are implemented and report any violation to the Humanitarian Access Coordinator and Hub Manager.
- Support the Humanitarian Access Coordinator to update & review the Hub Office contingency plans and Safety and Security documents on an annual basis and when requested by Humanitarian Access Manager.
- Provides updated staff contact list and other external contacts to enable operations functions.
- Support and coordinate the effort for the risk assessment review at Hub level and others offices.
- Promotes all staff to take/ complete CARE Academy Safety and Security Modules.
- Full representation of CARE in all security meetings.
- Keeps close coordination with Safety and Security department at the Country Office.
Safety and Security Monitoring and Policy Implementation:

- Continually monitor and assess the context and situation to determine the extent of risk and vulnerability of CARE office, personnel and resources in all its operations, advising the programs staff accordingly.
- Provide daily security advice and support to field staff in order to ensure safe passage in the field by monitoring and gathering information on a daily basis.
- Regularly monitor the implementation of all safety and security policies, planning and procedures, ensuring they are well understood and fully adopted by all staff in the field office and all project sites.
- Promotes the development of a security culture.
- Responsible for leading Hub office risk assessments and maintains the area risk register.
- Maintains the office Safety and Security related documents.
- Supervises the Communication Tree, keep updated version and test on a monthly basis.
- Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition.
- Facilitate staff evacuation/relocation in emergency situations.
- Supervises the procurement of equipment related to safety & security upgrades and trainings.
- Oversees the implementation of all Standard Operating Procedures.
All Safety and Security Procedures are in Place and Functioning:

- Prepare and arrange individual security briefings for all visitors and new staff.
- Communicate with local authorities to coordinate the movement of CARE staff at checkpoints, reducing related risks and delays.
- Support the field staff in planning and implementing risk mitigation strategies (acceptance, deterrence, protection) in order to improve access to the target areas and intended communities.
- Train staff in safety and security, in coordination with the Humanitarian Access Coordinator, and provide regular briefings and updates.
- Supervises security guards of hub office, monitor security measures, provide guidance and advice as required.
- Perform regular checks to ensure that all safety and security items are functioning, and the first aid kits and fire extinguishers are located appropriately in all CARE Filed offices and vehicles and meet standards, replenishing and calling extinguisher specialists as needed.
Overall coordination in representing CARE with the Government entities and other key stakeholders in the targeted areas including reinforcement healthy and effective relationship with them:

- Support senior staff for meetings with government entities whenever demanded, including interpretation/translation process.
- Regularly meet local authorities’ focal points, to support effective inter-organizational communications.
- Ensuring that the required monthly/quarterly/biannual and annual reports are submitted in timely manner to relevant government authorities, departments at district and governorate level, ensuring adherence to CARE policies, procedure and donor requirements.
- By close coordination with Humanitrain Access Coordinator, to ensure the process of International Staff Travel Authorization to the field visits are prepared and managed in a speedy and accurate manner at district and governorate level.
- Manage timely and accurate response to government orders, information, documents and letters related to CARE’s program.
- Participate with Hub Manager in the preparation of agreements, Sub-Agreements and MoUs, coordination and liaison section/s in particular.
- Draft, submit, follow up and record physical and electronic archives of all communications with government authorities, including but not limited to program inquiries (agreements and MoUs signing) and authorization requests, mission requests, meetings and workshops, reporting, permits (work, field visit work plans) …etc.
- Facilitate obtaining team’s movements and permits for program operation and activities implementation in the targeted areas with the relevant stakeholders and government authorities.
- Attend coordination meetings on behalf of the Director of Supply Chain, Liaison and IT. In case of absence of leave the Hub Humanitarian Access and Liaison Officer does a full handover meeting with the Director of Supply Chain, Liaison and IT as well as the Hub Manager.
- Participate in meetings regarding the development of the government liaison strategy and provide input on needs and gaps.
Develop and maintain awareness of relevant governmental laws, policies and procedures that has significant impact on CARE’s operation in the targeted areas:

- Keep abreast and monitor of policies and procedure developments in relevant government bodies and regularly and internally share summaries with the Hub Manager on changes impacts on CARE and its program and to support CARE compliance with domestic legislation and guidance.
- Capture and share lessons learned for ensuring adequate collaboration with different levels of local authorities and their official bodies in the target areas.
- Ensure proper archiving and filing of all incoming and outgoing documents related to assignment.
- Coordinate with other INGOs to analyze and document best practices for engaging with the local authorities and obtaining programs/projects approvals.
- Regularly (or on an ad hoc basis) internally discuss bureaucratic impediments suffered by CARE’s field offices in the target areas and follow up issues with respective bodies.
Building the capacity of the relevant government entities in order to overcome challenges and obstacles and to facilitate delivering programs/projects outputs to the beneficiaries timely and in a proper manner:

- Through regular feedback from relevant government entities to identify key areas for development and specific capacity building needs of their staff and offices and to be shared with Hub Manager and Director of Supply chain to be included in developed proposals.
- Prepare and conduct capacity building training based on capacity building plan for relevant key government stakeholders.
- Support government stakeholders’ partners with required furniture and equipment which are core for facilitating program/projects implementation duly.
- Discuss with Director of Supply chain and Hub Manager and other program staff the development of the involvement of technical governmental offices in the program cycle (i.e. implementation) whenever possible.
- By close coordination with Director of Supply chain and Hub Manager to invite relevant governmental sides to trainings, workshops, assessments and other events.
- Coordinate the monitoring and evaluation processes of CARE projects/Programs and joint visits with authorities at district and governorate level.
Qualification, Education and/or Work Experience Requirements:
Education:
Bachelor’s degree in Business Administration or related field.
Desired:
• Specialized training in security and humantarian access coordination.
Experience:
• 3-5 years of experience working in security and Government relations with INGOs, UN or similar orgnizations.
• Strong background and related professional experience in safety, security and emergency preparedness, Humantirian Access, logistics and planning with an INGO or similar organization.
• High level of interpersonal skills and patience.
• Experience of liaison and representation with senior level authorities in the target governorates
• Good knowledge of governance and administrative structures within Yemen.
• Knowledge of Yemen legislation and policies related to INGO work in the country.
• Knowledge of humanitarian coordination mechanisms, international NGO and UN mandates
• Demonstrated diplomatic communication skills with ability to build a strong network with a variety of stakeholders.
