The Social Safety Net Specialist will provide policy and technical support to the “Building Resilience through integrated community-based and humanitarian systems transformation and leadership in Yemen (BRIGHTLY) Consortium on the social safety net interventions, ensuring that BRIGHTLY Consortium and FCDO are moving together in collaboration with the other external stakeholders, and consortium e.g Social Fund for Development (SFD) and WFP.

Responsibilities:
Technical (policy analysis, advice, and capacity building on Social Protection)
- Provide high-level social protection policy and technical advice to BRIGHTLY Consortium. This will involve providing regular and timely policy and guidance to the BRIGHTLY Consortium members.
- Strengthen the understanding of developments in the social protection context in Yemen, what works and what doesn’t, and what might be relevant. This can be done through short training events, presentations, organizing cross-learning amongst peer organizations like SFD and WFP, coaching, and mentoring.
Ensuring effective coordination:
- Work closely with the BRIGHTLY Partners technical team, specifically from the emergency food assistance perspective, to determine entry points, synergies, and complementariness across the various components of the proposed FSSN program prototype.
- Facilitate dialogue with BRIGHTLY Consortium and stakeholders to ensure high ownership levels and buy-in of the proposed models.
- Facilitate the design and roll-out of a productive safety net model in a selected number of areas of the country.
Supporting the Project Management Unit (PMU) on FSL related matters as technical focal point.
- Act as a technical focal point for the PMU within the BRIGHTLY Consortium, coordinating the technical aspects of social safety net interventions.
- Participate and actively contribute to PMU team planning sessions.
- Contribute to annual work plans, participating in strategic teamwork planning sessions and writing relevant work plan sections as necessary.
- Contribute to donor reporting, including quarterly and annual reports, annual reviews, and ad hoc requests for information, as required.
Support Technical Working Groups (TWGs) on protection mainstreaming.
- Act as a technical focal point for the PMU within the BRIGHTLY Consortium, coordinating the technical aspects of social safety net interventions and with TWGs as Social Safety Net Specialist.
- Conduct trainings to the TWGs members on Social Safety Net programming and protection mainstreaming.
- Support the Safer Programing Approach under safeguarding TWGs designed for this project.
Job Requirements
- A University degree in political science, economics, institutional development, social anthropology, rural development, or other relevant social sciences. An advanced University degree is an added advantage.
- Five years of relevant experience in social protection systems development, quantitative and qualitative socio-economic analysis, policy formulation, capacity building, methodological development, and operational (country-level experience) in risk management, social protection (including fragile and humanitarian settings) about any of the following areas: rural employment, agricultural production, natural resource management, food security and nutrition, poverty reduction, social protection.
- Work experience in more than one location or area of work, particularly in field positions and, more specifically, in the MENA, is desirable.
- Demonstrated experience and knowledge in setting up and undertaking empirical socio-eco-nomic research on social protection and its linkages with rural development, agricultural production, food security, and nutrition.
- Knowledge and experience in socio-economic development social protection analysis at the macro- and micro levels, particularly in rural areas, fragile and humanitarian contexts, and in connection with agriculture, food security and nutrition, and rural development (including in fragile and humanitarian settings).
- Depth of familiarity with relevant social protection issues (including in fragile and humanitarian settings) and approaches and capacity to grasp, analyze, and synthesize their relevance to current rural development issues and trends related to food and agriculture, particularly in Yemen.
- Extent experience in analyzing and formulating social protection policies for sustainability improvement in the rural sector.
- Good computer literacy with full knowledge of office applications.
- Ability to prioritize work assignments, organize own schedule, and perform independently
- Excellent analysis and writing skills; concept notes and program design documents (including log frames).
- Working knowledge of English and limited knowledge of Arabic.
- Excellent ability to negotiate with internal and external audiences, represent the organization in government, UN, and NGOs, and influence decisions
- Ability to manage stress, work under pressure, problem solve, and make decisions.
- Demonstrate initiative and problem-solving skills in the face of unexpected challenges
- Self-motivated and energetic
