CARE International in Yemen is currently seeking for a Senior Partnerships officer who will be responsible for providing clear guidance to area managers,

 

 

Position: Senior Partnerships Officer

Location: CO - Aden.

 

Responsibilities:

The Senior Partnership Officer plays a critical role in the delivery of CARE Yemen’s Localization Initiative by transforming the partnership's approach to shift power to communities and local actors. CARE endeavors to play a role in building the institutional capacity of Yemen’s local actors so that they can effectively design or implement successful emergency responses and development programs jointly or by themselves that maximize impact and strengthens sustainability through context-responsive, locally-designed, locally-led and locally–owned initiatives in line with the Core Humanitarian Standard (CHS), Pledge for Change, the Grand Bargain, and the Charter4Change.

 

Managing partnerships, networking and partners’ donor compliance

  • Actively participate in partnership forums within and outside CARE to remain abreast of current thinking and good practices around localization, and partnership,
  • Develop and implement an efficient partnership process by reviewing guidelines/procedures/templates/coordination with partners/etc.
  • Lead the Partner Selection Committee, including the analysis, reporting and documentation of the process, and support partners during the program development phase;
  • Support the partners to comply with donor compliance, priorities as outlined in the partner funding agreement, work plans, and donor regulations and ensure quality of work;
  • Coordinate Due Diligence process and conduct a careful analysis of program and organizational capacity;
  • Advise the program and finance teams on any issues and provide timely feedback to partners.
  • Monitor partners’ compliance with partner funding agreements and collect data as per developed tools and guidelines.   
  • In coordination with Technical Advisors, and Program Coordinators, Safeguarding lead, Finance team routinely monitor the performance of implementing partners according to agreed procedure and standards.
  • Support partners in the identification of issues and bottlenecks, and facilitating reporting and processing of payments.
  • Building relationships with current and potential informal and formal partners.

 

Support program design, monitoring, Learning, and Reporting

  • Assist the Program Development Coordinator by actively participating in the design of proposals, involving Implementing Partners.
  • In coordination with the program team, support partners in the development and implementation of an agreed MEAL plans and closely follow its implementation.
  • Conduct regular field visits to partners’ operational areas, provide the necessary liaison support, and take timely corrective action.
  • Supports review process by projects on their partnership practices and facilitates improvement;
  • Conduct an annual partnership learning forum for all partners to discuss and learn how to improve CARE Yemen’s partnership processes, communication, and strategies with partners;
  • In close coordination with CARE advocacy and communication team, gather success stories, lessons learning on Partnership.
  • In close cooperation with the finance and program team compile and submit quarterly and partnership, localization progress reports, including dashboards;

Capacity Development

  • Facilitate organizational capacity development assessments, plans, for each partners aligning with CARE partnership strategy
  • Facilitate training and other capacity development initiatives for local partners and in collaboration with relevant technical staff and consultants as appropriate;
  • In collaboration with relevant program staff, monitor the progress and performance of partners
  • Organize orientation session for CARE and partner staff on CARE’s Partner Funding Agreement Policy and develop partnership training packages and user guidelines.
  • Work towards increasing understanding of CARE and partners staff on the principles of working in partnership

 

Partnership Strategy rollout and tools development

 

  • Lead the implementation, review, and regularly update of CARE Yemen’s partnerships strategy aligning to the existing context;
  • Develop and/or update the Standards of Operations (SoPs) for CARE Yemen Partnership, seed grant, monitoring, and other relevant initiatives of partnership;
  • Identify type of partnership relevant to the CARE Yemen program approach and mapping of potential partnership and engage in selection process
  • Establish and maintain a current and potential formal and informal database of National NGOs, CBOs, and Civil Society;
  • Establish and maintain the government and other powerholders partnership database;
  • Lead/coordinate the process for selecting local NGOs for an effective Emergency Preparedness and Planning (EPP) partnership;

 

Partners’ contracting

  • Facilitate the preparation and review of Partner Funding Agreements (including seed grants with CBOs and local initiatives);
  • Document/filing and retrieving of all project approval documents;
  • Provide support to internal/external audits as needed;

 

 

Qualification, Education and/or Work Experience Requirements:

  • Minimum BA in any field relevant to international development, i.e., education, economics, journalism, etc., or commensurate professional experience.
  • Master degree in international development, social science, public relations, and relevant fields is desired
  • 5 years of experience in partnership in programming sectors pertinent to CARE
  • Experience in project planning, and management
  • Working experience with I/NGO
  • Experience with facilitating training on topics such as basic project cycle management is desired
  • Familiar with partnership management, partnership principles, participatory approaches and the localisation agenda.
  • Good knowledge of donor guidelines and compliance
  • Proficiency in MS Word, Excel, databases, desktop publishing, etc; Strategic and operational planning; Facilitation, training, and capacity development; Systems analysis and development; Communication and program briefing materials preparation
  • Team player with the ability to build strong relationships across the organization
  • Self-starter and independent organizer; Strong teamwork and interpersonal skills; Able to facilitate training; Negotiation and relationship skills; Gender sensitivity and cultural sensitivity.
  • Excellent spoken and written English & Arabic language skills
  • Comply with all relevant CARE policies and procedures with respect to child protection, workplace environment, employee code of conduct and all other related subjects.
