Job Summary:

The Consortium Coordinator provides overall leadership for the Program Management Unit (PMU) that coordinates a multipartner, donorfunded consortium in Yemen. Accountable for consortium governance, partner performance, integrated workplanning, budget oversight, donor compliance, risk and safeguarding, and timely, highquality reporting and learning. Ensures coherent delivery across partners and alignment with CARE policies, the country strategy, and relevant coordination fora.

Responsibilities

Consortium leadership, governance, & partner performance

• Serve as secretariat for consortium governance and technical fora; maintain ToR, decision logs, and risk registers.

 

• Lead integrated annual/quarterly workplanning across partners; align scopes and geographic targets.

 

• Manage partner performance against agreed deliverables, quality standards, and compliance requirements; resolve implementation bottlenecks and access issues.

 

• Embed conflictsensitivity, Accountability to Affected People (AAP), safeguarding/PSEAH, and Do No Harm in plans and decisions.

Grants management, compliance & reporting

• Oversee consolidated narrative and financial reporting per the IPIA schedules and CARE policies.

 

• Monitor expenditure, burn rates, and variances; coordinate procurement/asset compliance and documentation with Finance and Supply Chain.

 

• Prepare modification packages and ensure audit readiness in collaboration with CMP/CARE Members; maintain an issue tracker with corrective actions.

 

Technical coordination & quality assurance

• Facilitate agreement on technical standards, SoPs, and crosspartner ways of working across relevant sectors.

 

• Ensure crosscutting themes (gender, protection, disability inclusion) are mainstreamed in plans, budgets, and implementation.

 

• Coordinate partner capacitystrengthening plans and follow up on qualityassurance findings from field monitoring.

MEAL, learning, communications & representation

 

• With MEAL leads, align indicators, datasharing protocols, and dataquality standards; validate periodic results.

 

• Produce or curate learning briefs and afteraction reviews; promote uptake across partners.

 

• Coordinate visibility and communications in line with donor rules; represent the consortium in relevant coordination fora.

Job Requirements

  • Bachelor’s in Humanitarian/Development Studies, Public Health, DRR/Climate, or related field; or equivalent combination of education and work experience.
  • Master’s in relevant discipline; PM certification (PMD Pro/PMI/Prince2) is desired
  • 5–7+ years managing multipartner programs in fragile/conflict settings, including 2+ years in consortium leadership.
  • Demonstrated ECHO portfolio management (strategy, reporting, compliance, audits, visibility), grants & budget oversight (~€2–5M+).
  • DRR/anticipatory action and/or public health emergency programming; strong understanding of EWS and government/cluster systems.
  • Partner performance management, subaward compliance, and risk management (safeguarding/PSEAH, fraud, sanctions/export controls).
  • Excellent coordination, negotiation, and problemsolving; fluent professional English and Arabic
  • Experience with REACH/IMPACTstyle assessments, data governance, and learning uptake; extensive experience with Yemen operating context.
  • Comply with all relevant CARE policies and procedures with respect to child protection, workplace environment, employee code of conduct and all other related subjects.
