Job Description

Job Summary

 

The Senior Knowledge Management & Accountability Officer provides countrywide leadership for knowledge management, information management, organizational learning, and the centralized Community Feedback and Response Mechanism (CFRM). The role holder ensures high data quality, maintains information repositories, develops learning products, manages accountability systems, and provides technical guidance and training across field offices. Additionally, while formal investigations remain with authorized functions, this role coordinates referral workflows and

follow-ups for feedback and complaints.

Responsibilities and Tasks

 

JOB RESPONSIBILITY 1     Knowledge Management, Learning & Strategy

 

  • Lead the implementation of CARE Yemen’s Knowledge Management and Learning Strategy across country programs.
  • Oversaw the development and dissemination of learning products, lessons learned databases, case studies, and evaluation findings.

 

  • Facilitate regular learning reflection sessions, quarterly reviews, and internal/external capacity-building workshops.

 

JOB RESPONSIBILITY 2     Information Management, Data Quality & Dashboards

Provide countrywide leadership for information management systems, maintaining centralized repositories for program documents, assessments, and reports.

  • Ensure strict data quality control, establishing standardized data validation processes, analytical dashboards, tracking mechanisms, and beneficiary data systems.
  • Provide technical guidance, tools, and training to country office and field staff on data management standards and tools.

 

JOB RESPONSIBILITY 3 Accountability Mechanism & CFRM Coordination

 

 

  • Lead the operational oversight of the countrywide, centralized Community Feedback and Response Mechanism (CFRM).

 

  • Design, refine, and roll out standardized community feedback and accountability tools across projects. Receive, log, and maintain the central tracking database for all feedback and complaints within established response timelines.

 

  • Coordinate referral pathways and follow-up actions; ensure serious feedback is routed to authorized investigation functions without directly conducting formal investigations.

 

Qualifications (Know How)

Education/Training

Required

  • BA degree in Social Sciences, Development Studies, Information Management, Knowledge Management, or a related discipline.

Desired

  • Advanced training or certification in database management, dashboard development, data quality assurance, and relevant software/analytical tools.
  • Specialized training in accountability mechanisms (CFRM) and complaint management in humanitarian settings
